Managing Quantum Computer Export Controls in an Era of Geopolitical Competition

The second quantum revolution is enabling key advances in quantum computing. In response, states are increasingly treating quantum computers as strategic technology, applying export controls and other technology security policies to them. Since 2023, European Union member states, South Korea and the United States, which are all key technology partners in the development of quantum computers, have adopted export controls on quantum computing technology. Although these controls have been discussed within the Wassenaar Arrangement, members did not reach multilateral consensus, raising questions about sustainability and the potential impact of controls on international collaboration and competitiveness.
