WRI Indonesia is hiring a part-time consultant Critical Mineral Analyst in Jakarta to research ESG issues in the critical minerals sector and help develop an ESG guideline for Indonesia, working with the Climate, Economics and Finance (CEF) program.
Consultant as Critical Mineral Analyst – Climate, Economics and Finance (CEF) Program
This is a hybrid position which requires 8 days per month in the office. You will be based in our office in WRI Indonesia, Jakarta. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position.
The World Resources Institute (WRI) global strategy 2023-2027 has established Climate, Economics and Finance (CEF) Unit that focuses on four main areas: stepping up national climate action, advancing international climate action, tracking progress toward climate goals, and supporting equity and development goals in the transition to a zero-carbon economy. Our research evaluates the technical, economic, and social benefits of climate action, as well as the costs of inaction. We work with national governments to design ambitious near-term climate plans that align with long-term temperature goals, and help integrate these into economic, sectoral and development plans. We help international policymakers advance climate solutions through negotiations and accords such as the Paris Agreement. We support businesses, civil society, local governments and other non-state actors as they pursue their own emissions-reduction and adaptation goals. We build tools to track global progress in fighting the climate crisis, inform good decision-making, and ensure accountability for existing commitments. And we work with thought leaders around the world to accelerate adaptation efforts that will help vulnerable communities build resilience against climate impacts.
Critical minerals are an integral part of the CEF agenda, as they sit at the intersection of climate ambition, economic competitiveness, and development equity. Their strategic importance in enabling renewable energy, electric vehicles and battery storage has turned them into a central arena of global economic competition. However, the urgency to secure supply chains and accelerate downstream processing has also intensified production pressures in resource-rich countries. In Indonesia, the rapid expansion of mining and processing operations in ecologically sensitive regions such as Sulawesi, Halmahera, and Papua has generated serious environmental, social, and governance challenges. Environmental impacts include high carbon emissions, deforestation, biodiversity loss, excessive sedimentation, and air and water pollution. Social issues range from land conflicts and limited local employment to unequal benefit-sharing and alleged human rights violations. From a governance perspective, persistent problems include weak enforcement of environmental regulations, lack of transparency in licensing, and corruption risks. These challenges are increasingly scrutinized by global buyers, who now demand credible assurances that minerals are produced responsibly.
Pressure to implement ESG standards is intensifying, driven by regulations in key export markets such as the EU Battery Regulation and provisions under the US Inflation Reduction Act, which require full supply chain transparency and compliance with sustainability criteria. Major global automotive manufacturers have also made ESG certification a prerequisite in procurement contracts. However, the proliferation of standards, ranging from IRMA, Copper Mark, and International Finance Corporation Performance Standards (IFC PS), has created confusion, increased compliance costs, and, paradoxically, slowed effective implementation on the ground.
In response, WRI Indonesia together with The Coordinating Ministry of Economic Affairs and the National Economic Council (DEN) are undertaking a comprehensive review of relevant national regulations on critical minerals and benchmarking them against international standards. This work will deliver key outputs including (1) ESG Due Diligence Guideline to support coherent and effective ESG implementation, (2) Knowledge products including insight articles, op-ed, and blogs, (3) High-level forums related to ESG in the critical minerals sector nationally and internationally, and (4) Collaborative events with CSOs, research institutes, and related corresponding parties. The overarching objective is to build a critical minerals ecosystem that is not only economically competitive, but also environmentally and socially responsible—strengthening supply chain resilience while ensuring long-term, sustainable growth that prioritizes human well-being, environmental integrity, and climate stability.
The Critical Mineral Analyst will mostly perform research and analytical role related to CEF programs, especially critical mineral and broader environmental, social, and governance subjects. The analyst will contribute to the substantive analysis and enable the operations of research process such as through stakeholder coordination, data collection arrangements, and authoring or co-authoring knowledge products and other communication documents.
This position will be based in Jakarta with office-flex working arrangements. While working under direct supervision of the Senior Manager for Climate, the position holder is expected to work collaboratively with other relevant project and research personnel within WRI Indonesia. In support of WRI's DEI commitment, this position is responsible for actively participating in these collaborative efforts by integrating equity into their work, the workplace, and the organizational culture.
